Contours of the existing terrain, as well as elevations and cross-sections for the new roads were obtained and modeled into 3D. Aerial photos, property outlines, purchased property outlines, 100 year flood plain and 100 year flood way were then applied to the terrain illustrating that the Plaintiff's property is not only steeply sloped, but also in both the 100 year floodway and flood plain, making it undevelopable.
